Different Approaches Used By THE UNITED STATES & JAPAN On CHINA: Yahoo!

The title of a recently released Yahoo! article is “JapanU.S. differ on China in talks on ‘GREY zone‘ military threats” (Web-site/URL: http://news.yahoo.com/japan-u-differ-china-talks-grey-zone-military-221953737.html?soc_src=mediacontentstory).

“As Japan and the United States start talks on how to respond to armed incidents that FALL SHORT OF a full-scale attack on Japan, officials in Tokyo WORRY that their ally is reluctant to send China a strong message of deterrence”. Well what makes this tricky/dicey is that these incidents “FALL SHORT OF a full scale attack“officials in Tokyo (are worrying)” about CHINESE AGGRESSION…AGAIN.

According to “a Japanese government official”, “Japan wants to prioritize discussions on China and clarify the respective U.S. and Japanese roles in the event of a ‘GREY zone incident”, “referring to LESS THAN full-scale, systematic military attacks backed by a state BUT STILL representing a threat to Japan’s security”. ”grey” suggests that this is NOT a BLACK-AND-WHITE issue.

“Tokyo wants Washington to join in drafting scenarios for how the two allies would respond IN SPECIFIC CASES, he said”.

“But Washington IS WORRIED ABOUT PROVOKING China by BEING TOO SPECIFIC, say Japanese officials and experts”. The United States is clearly in a TOUGH position here.

 According to Narushige Michishita, who was a national security adviser to the government of JUNICHIRO KOIZUMI from 2001-2006″, “The United States is certainly ambivalent (i.e. INDIFFERENT) about this because they think it would DRAG THEM INTO A CONFRONTATION and possibly A CONFLICT with China”. There are THREE things to note here. First, “the United States is” NOT ”ambivalent” or INDIFFERENTInstead Americans are WARY & more likely FEARFUL of YET ANOTHER ”conflict/confrontation”Secondly “conflict” and “confrontation” should be SWITCHED because “conflicts” LEAD TO ”confrontations” and not the other way roundOn top of this JUNICHIRO

 ”A U.S. defense official rejected the idea that Washington WORRIES ABOUT ANTAGONIZING China, but stressed that the guideline review is a broad exercise, including The Korean Peninsula and global contingencies”. The United States is “worried” because the United States is CAUGHT IN A WAR OF WORDS BETWEEN TWO COUNTRIES WHO ARE TRYING TO TAKE EACH OTHER’S HEADS OFF OVER AN OBSCURE GROUP OF ISLANDS.

According to this official, “There is a tendency to distill all this back to the SENKAKU Islands”There’s a word that will surely have CHINA FUMINGSENKAKU. ”It’s not about any particular contingency. It’s about making the U.S.-JAPAN alliance more flexible and responsive to a security environment that’s NOT as BLACK AND WHITE as we were thinking about in 1997″. So China is upset that this “US official” isn’t talking about a US-CHINA “alliance”.

Michishita, “a professor at the National Graduate Institute for Policy Studies in Tokyo”, continued: “If Washington does not get involved in specifically addressing the China THREAT, “it would UNDERMINE THE CREDIBILITY of the alliance and might end up ENCOURAGING China to be BOLDER“ and China is “bold” ENOUGH ALREADY. ”U.S. policy makers will have to walk a THIN line and TRY TO STRIKE A BALANCE between MAINTAINING CREDIBILITY and DETERRENCE and PREVENTING EXCESSIVE INVOLVEMENT IN THE SITUATION“. THIS WILL BE TOUGHHow much is “excessive?”

The U.S. Defense official added: “The old guidelines “are too binary. “We’re either in PEACETIME or we’re on FULL CONTINGENCY” This is “FAR TOOINFLEXIBLE and RIGID a framework” for today’s threats”, Againthis is NOT a BLACK & WHITE issue.

“China’s Foreign Minister Wang Yi said on Saturday (March 8, 2014) there was “NO room for compromise” with Japan on questions of history and disputed territory, EACH INCH of which it would defend from its Asian neighbor”. This is a strong indication that the FORCE & PAIN TECHNIQUE will be used once again (Web-site/URL: https://www.youtube.com/watch?v=NgnAY_eXYbI&hd=1). There is NO CHANGE in China’s attitude/policy on this divisive issueThe Chinese remain RIGIDLY DOGMATIC & INFLEXIBLE.

“Japan has its own headaches over grey-zone incidents. Government officials and many security experts say the authorities must close loopholes between situations where only Japan’s Coast Guard and police can act and those where the military can be mobilized”.

“Examples, Abe recently told parliament, could include a foreign submarine lurking in Japanese waters despite repeated warnings to surface and identify itself or leave and aggression against remote islands to which police or the Coast Guard could not promptly respond”. ”A legal gap like that at a time when the security environment surrounding our country is getting tougher would render deterrence … DYSFUNCTIONAL and put the people in grave danger“. WE DON’T NEED ANY MORE “dysfunctionality”.

“Washington wants to know how far Japan’s military “can EXPAND its roles, missions and capability,” said another Japanese official”.

“U.S. involvement in grey-zone incidents could include intelligence, surveillance and reconnaissance, the U.S. official said. The guideline review will likely focus in part on strengthening cooperation in those areas, as well as “maritime domain awareness … early onpossibly in aGREY-zone kind of situation,” 

“That would be a more likely outcome than more direct military action by U.S. forces, said ex-diplomat Nogami”. ”Where GREY-zone tensions are RISINGjoint intelligence, surveillance and reconnaissance are vital“…”The reason that is needed is to PREVENT the GREY zone from BECOMING BLACK.Again“grey” reinforces the fact that this IS NOT a BLACK & WHITE issue 

We can make THREE conclusions hereFirst, the United States and Japan are TWO DIFFERENT countries so OF COURSEthey will use “different” approachesTHIS IS EXPECTED (Web-site/URL: https://www.youtube.com/watch?v=NgnAY_eXYbI&hd=1). Secondly, the SENKAKU or DIAOYU Islands IS STILL AN EXTREMELY “grey” areaOn top of thisChina IS STILL talking about an obscure group of islands IN SPITE OF/DESPITE THE FACT THAT many of their nationals died on Flight MH370 from KUALA LUMPUR to BEIJINGEven though people are GRIEVING & IN ANGUISHChinese government officials are still screaming over such a minor issue: a TOTALLY OBSCURE group of islands TO INFLATE THEIR OWN EGOSThis reinforces how HEARTLESS the Chinese regime still is even though we’ve moved from MAO ZEDONG (a tyrant) to JIANG ZEMIN to HU JINTAO to XI JINPINGSowe can continue the tale of new leadersSAME OLD FAILED/RIDICULOUS POLICIES/POLITICS
